Dwarka Expressway gets Punjab and Haryana HC booster

A major hurdle in completion of the Northern Peripheral Expressway, also known as Dwarka Expressway, between Gurgaon and Dwarka in Delhi, has been removed.

The High Court of Punjab and Haryana has ordered the Haryana Urban Development Authority (HUDA) that the families whose properties have been affected by the project be adequately compensated. The compensation shall include the cost of constructing new dwelling units by these families at their chosen sites.

With this decision, the construction of the 18-km-long expressway may get completed soon, sources said. In other words, once the expressway becomes a reality, the travel time between Gurgaon and Delhi will decrease considerably.

About 700 families have been affected by the expressway project. They had filed a petition in the HC, seeking adequate compensation. “The High Court has acknowledged our claim to be realistic and genuine. It has directed HUDA to allot plots of similar size to the affected residents within six months. HUDA will also be liable to pay construction cost,” said Rishi Raj Rana, one of the petitioners and an MCG councillor.

Of the 18 km stretch, about 14 km of the expressway has already been constructed. About four kilometres of the expressway was getting constructed at New Palam Vihar and Sihi village. It was at these localities that disputes arose.

The 18-km expressway will be an alternative route to reach Delhi, besides the Delhi-Gurgaon Expressway and the MG Road. It will connect Dwarka and Kherki Daula situated on NH 8.

The expressway is part of the Gurgaon-Manesar Master Plan 2031. However, it was challenged by the affected residents. The Master Plan has not been approved by the NCR Planning Board and the petitioners had raised this point before the High Court.

“The agency knew that the villages and the residential localities were coming in the way of this project. Yet, it passed the Master Plan. It’s a clear violation by HUDA,” petitioner Rana said.

Meanwhile, HUDA estate officer Om Prakash told Mail Today that those who had allowed HUDA and the town and country planning department to calculate the size of their properties will be rehabilitated first. “We cannot say when the project will get completed, but we are keen to complete it soon,” he said.

About 14 km of the expressway falls in Haryana while about four kilometres are in Delhi. HUDA had awarded the project to JSR Construction Private Ltd. and India Bulls Private Ltd. in April 2011. The public-private partnership project was to be completed by March 31, 2012. However, it got delayed.

Once the project gets completed, commuters can reach Kherki Daula from Dwarka in just 20 minutes. After that they can travel to Manesar and other industrial towns like Dharuhera quite easily.
